Mr. Apgar has more than 22 years of professional experience, four of which have been as the president of his own consulting firm. He established Apgar & Associates, LLC to address the healthcare industry's growing need to comply with information privacy and security requirements, such as those resulting from the Health Insurance Portability and Accountability Act (HIPAA) and new state laws regarding identity theft as well as assist in an expansion of electronic health information exchange. Mr. Apgar has been featured as a healthcare executive of the month in Microsoft Executive Circle magazine. He writes articles which are regularly published nationally and has been quoted in a number of publications including healthcare-specific publications, Money Magazine, The Washington Post, and Computer Week. He is also a re-write author for Thomson publishing's health insurance portability and accountability act textbook, contracted writer for health insurance portability and accountability act myths in AIS incorporated and a former co-editor of AIS HIPAA Security Compliance Guide. He attributes his success to his dedication and his passion for improved quality and affordability in healthcare through improvements in information exchange while protecting the privacy of consumers and the security of their information.

Mr. Apgar received his Bachelor of Science in Psychology from Portland State University in 1990 and his Associate of Science in Business and Accounting from Central Oregon Community College in 1986. Mr. Apgar is Chairman of the Oregon and Southwest Washington Healthcare, Privacy and Security Forum and Chairman of the Oregon Small Businesses for Responsible Leadership Healthcare Committee. He is a member of the Information Systems Security Association, a committee member of the Governor's Health Information Infrastructure Advisory Committee, and sits on the technical advisory panel of Health Information Security and Privacy Collaboration. Mr. Apgar is also a member of the Board of Directors of the Workgroup for Electronic Data Interchange and an advocate for abused and neglected children.
