New York civil rights violation lawyer David Perecman expresses concern over a new scanner being researched by the New York Police Department.

NEW YORK, NY, January 29, 2012 /24-7PressRelease/ -- The New York Police Department and the U.S. Department of Defense are researching a scanner that can detect concealed weapons on people as they walk down the street, reported the New York Post (1/18/2012).

Terahertz Imaging Detection uses infrared rays to measure a form of natural energy radiating from a person's body. If anything is blocking the energy, like metal, the scanner will detect it, reported the New York Post. A gun could be found based on its digital outline. The scanner would make it possible for police officers to see if someone is carrying a gun without even leaving their cars.

"Privacy cannot be an afterthought for any technology used in New York," civil rights violation lawyer Perecman said. "The scanner may significantly reduce the number of controversial stop-and-frisk searches in New York, but it may also reduce the fundamental human right to privacy."

For a number of years, the NYPD's stop-and-frisk practices have raised serious civil rights concerns over racial profiling, illegal stops and privacy rights, according to The New York Times (1/16/2012).
